2324-0399 Young People’s Supported Accommodation Pathway Flexible Framework

Islington Council invites suitable expressions of interest from suppliers for this framework agreement.

When the framework is initially opened, there will be no minimum or maximum number of  providers with property appointed to the framework. A maximum number of six providers without  property will be appointed to the framework (further information will be available in the tender  documents).

Call-off contracts from the framework agreement shall follow the terms of the framework  agreement including how a call-off contract is concluded. How a call-off contract is concluded is  explained within the tender documents.

The requirement

The Young People’s Supported Accommodation Pathway – 16-25 years (the ‘pathway’) will provide accommodation-based support for young people aged 16-25.

The council’s vision is to develop an innovative and sustainable pathway that prepares young people for independent living, is responsive to the needs of young people, provides value for money for the council and supports the health and wellbeing of young people.

The pathway will support young people to achieve positive outcomes in other areas of their lives alongside housing – for example in education, training and employment, health, and emotional well-being.

The council is initially seeking to award call-off contracts for up to 100 units of supported accommodation for young people.

Secondly, the Flexible Framework will enable the council to call-off contracts over the life of the framework to secure extra provision of up to an additional 100 units of supported accommodation for young people based on demand.

The Framework will include provisions for providers who are offering accommodation ready for the estimated contract start, and providers who are interested in delivering services where accommodation is not yet identified.

This opportunity is not suitable for recruitment consultants/agencies. This is not a domiciliary care contract. The requirement is for supported accommodation providers only, not organisations that supply staff.

Lots

This framework agreement is not being divided into lots. Call-off contracts pursuant to the Framework will be related to services in one of four service categories. Further details will be provided in the invitation to tender documents.

Transfer of Undertakings (Protection of Employment) Regulations or ‘TUPE’

Potential providers must be aware that TUPE may or may not apply. Further details will be available in the invitation to tender.

Term of the Framework
The Framework is estimated to start 1 April 2025 and continue for a period of seventy-two (72) months. However, call-off contracts may start after the Framework start date and extend beyond the end date of the Framework.

Value of the Framework

The Framework has an estimated total value of up to £19m. The Framework allows for ‘call-off’ contracts up to an estimated value of £9.5m (pre-inflation) for the initial 100 units of supported accommodation, over the seventy-two (72) month contract period. 

The council will be under no obligation to utilise the framework agreement. No guarantee is given towards volume or value of work under this framework agreement.

Award criteria 

The providers who submit the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations will be party to the framework agreement. MEAT for this contract is quality 70% and cost 30%. Tender submissions will be subject to minimum quality thresholds, further details will be provided in the procurement documents.

Quality made up of:
Proposed approach to service design, implementation, and mobilisation 20%
Proposed approach to safeguarding and minimising risk, including health and safety 10%
Proposed approach to working in partnership with key stakeholders 10%
Proposed approach to engagement and coproduction 10%
Proposed approach to social value 20%

Price made up of:

  • 20% based on the indicative sustainable weekly unit cost
  • 15% of cost will be assessed by evaluating the submitted pricing schedule. Scores will be assigned to the prices by measuring each price against the lowest sustainably priced tender submitted for each category. The lowest priced tender will achieve the maximum score and any prices above the lowest will be allocated a proportionate score. 
  • 5% of cost will be awarded if the price is at or below the indicative sustainable weekly unit cost. Prices over the indicative sustainable weekly unit cost will receive 0% for this element.
  • 10% direct/indirect costs
  • 10% of the evaluation score will be awarded to the bid that allocates the highest percentage of their tender price to direct costs. Bids that allocate a lower percentage to direct costs will receive a proportionate score.

Total 100%

Tenderers should be aware that we reserve the right to hold site visits during the tender process. Site visits will be for verification/clarification purposes of the written submission.

We reserve the right to interview leading bidders.

Procurement process

As the value of the contract is above the threshold for wider advertising of the opportunity, a Contract Notice will be published on Contracts Finder and Find a Tender Service.

This procurement is being conducted in accordance with the Public Contracts Regulations 2015 (the PCR). The procurement is subject to the ‘light-touch regime’ under Section 7 Social and Other Specific Services of Part 2 of the PCR. Under Regulation 76 the council is free to establish its own procurement procedure, provided that the procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators  (service providers) and is initiated by a contract notice. 

The council is utilising the flexibility allowed under the ‘light-touch regime’ to design a process that will ensure a robust assessment of providers prior to being appointed to the Framework. The procedure the council has designed for establishing the Framework is based on the open procedure.
